2020 and 2021 Appropriation Bills this month : 2020 Appropriation Bill debate on Thursday

By Sarah Hannan The Parliament of Sri Lanka will take up the 2020 Appropriation Bill for debate on 12 November, while the debate on the Budget for 2021 is to be taken up on 17 November, The Morning learnt. Speaking to The Morning, Parliament Secretary General Dhammika Dasanayake said: “The Appropriation Bill for the fiscal year 2020 will be taken up in Parliament during this week’s sitting on Thursday (12). Since it has been long overdue, the plan is to only allocate one day for it. However, we have not set any time constraints for the debate on the Appropriation Bill for the fiscal year 2021.” Last month, the Government revealed that the total recurrent expenditure for the financial year 2020 was estimated at Rs. 2,692 billion, while capital expenditure was estimated at Rs. 1,846 billion. On 19 August, the Cabinet granted approval for the Legal Draftsman to draft the Appropriation Bill for the fiscal year 2020. Meanwhile, the drafting of the Appropriation Bill for the fiscal year 2021 was approved by the Cabinet on 16 September. The total recurrent expenditure for the financial year 2021 is estimated at Rs. 2,690 billion, while capital expenditure is estimated at Rs. 2,216 billion. Last month, the Attorney General (AG) granted clearance for both Appropriation Bills. The proposals to table the aforementioned Bills in Parliament were submitted to the Cabinet by Prime Minister Mahinda Rajapaksa in his capacity as the Minister of Finance. The estimated provisions in the Appropriation Bill 2020 include the following:
  • Provisions allocated by the two Vote on Accounts previously passed by Parliament
  • Provisions for estimated expenditure for the year 2020 approved by the President in terms of Article 150 (3) of the Constitution
  • Provisions for the accounting of Rs. 211 billion spent for the year 2019 but has not been accounted
Originally, the Appropriation Bill for the year 2021 was scheduled to be tabled in the Parliament in the second week of October. However, following the re-emergence of Covid-19, the matter was postponed to November.
