4,700 acting principals to be made permanent without an exam?

30 Dec 2021

  • Teachers’ and principals’ unions allege procedure of competitive exam bypassed
  • Threaten to embark on joint protest
  • Bemoan lack of circulars for promised salary hike
BY Buddhika Samaraweera The Teachers’ and Principals’ Trade Union Alliance (TPTUA) has alleged that the Ministry of Education is preparing to make 4,718 acting principals permanent as principals without holding the relevant competitive examination. Speaking at a media briefing held yesterday (30), Ceylon Teachers’ Union General Secretary Joseph Stalin claimed that the Ministry of Education is preparing to give permanent appointments to 4,718 persons who are currently serving as acting principals, violating the due process of recruiting suitable candidates for the post of principal. “There is a service minute related to the principal’s service. It states the procedure for recruitment. Accordingly, a competitive examination should be held for the recruitment of principals. Eligible candidates are then selected only after conducting an interview with double the number of recruits,” he said. However, he alleged that the Ministry of Education is currently preparing to recruit principals by conducting only interviews without holding a competitive examination. “Until this illegal act is stopped, we will definitely take a number of trade union actions against it. We hope to hold discussions with all the trade unions in the field of education and hold a joint protest,” Stalin said. He also said that the Government had promised to increase the salaries of teachers and principals from January 2022 as a solution to the teacher-principal salary anomaly issue, but that the relevant circulars have not been issued yet. “In order to increase the salaries, the relevant circulars have to be issued by 5 January. The Ministry of Education has not done anything to issue them so far. In this situation, if the increased amount is not received with the salary that we get on 20 January, a massive trade union action will be launched again,” he warned. Ministry of Education Secretary Prof. Kapila Perera was not available for comment.
