The Appropriation Bill 2020 is not only strange but also an act to cover up various illegalities that had been purported in the country, Illankai Tamil Arasu Kadchi (ITAK) MP M. A. Sumanthiran said.
He said an Appropriation Bill must be debated and approved prior to a financial year that it applies.
“It is only then that the Executive obtains approval of Parliament to draw from the Consolidated Fund to be utilized in the country,” he said.
He said the Article 148 of the Constitution clearly says that “Parliament shall have full control over public finance. No tax, rate or any other levy shall be imposed by any local authority or any other public authority, except by or under the authority of a law passed by Parliament or of any existing law.”
