Building collapses in Kandy: Kills three from same family

By Sarah Hannan The adverse weather experienced across the island over Saturday (19) evening through to Sunday (20) morning resulted in a five-storey building in Buwelikada, Kandy caving in and then collapsing on a family home and damaging part of an adjacent building as well. Kandy Police Division SSP Sudath Masinghe told the media that they received a distress call just past 5 a.m. on Sunday, immediately after which they had deployed a team to the site of the accident. “We managed to rescue two women first with the assistance of the area residents. Later, we were able to locate the 45-day-old newborn with the assistance of the Army amidst the debris and sent them to the Kandy Hospital.” However, the infant succumbed to injuries after it was admitted to the Kandy General Hospital. Search operation continued till late afternoon, after which the Army Search and Rescue Unit assisting the Kandy District Disaster Management Unit had recovered the bodies of the husband and wife. The bodies are placed in the Kandy General Hospital morgue for further investigations. When The Morning contacted one of the residents of the area, D. Bernard, we were told that the building had been a hotel and at the time of the collapse it was unoccupied. “The Earth had gradually come undone from the five-story building, and the deceased husband had in fact alerted the owners of the collapsed building on Saturday night about the imminent earthslip as soil was slipping towards their house. The torrential rains would have caused the building to collapse,” Bernard told The Morning. The Disaster Management Centre (DMC) yesterday informed that a full technical report would be made available today (21) evening over the cause behind the collapsed building. The Morning contacted DMC Director General Maj. Gen. Sudantha Ranasinghe to inquire as to what caused the building to collapse. “We will deploy a team including a National Building Research Organisation (NBRO) officer, District Disaster Management Unit Co-ordinator, and few other experts to visit the site tomorrow (21) and draft a technical report over the incident. Our first-responders who visited the site of disaster today filed in observations noting that the five-storey building had been constructed on a slope and the foundation and the structure seemed to be weak, given that the building had caved in and then caused the earthslip resulting in the collapse.” Maj. Gen. Ranasinghe further noted that they are to work closely with the Kandy Municipal Council Building Department to determine whether the collapsed structure was built according to the plan that was passed and whether they had differed from the original plan. It was also noted that due to the involvement of multiple institutes, the report will be probably ready by today evening. The Police also observed that due to the caving in, adjacent houses too have sustained cracks and urged the public to not to flock around the area where the accident took place.
