Ceramics makers and importers strike deal

  • Agree on 30% import duty and Rs. 125 per kg cess 

  The Sri Lanka Ceramics and Glass Council (SLCGC) has requested President Gotabaya Rajapaksa to take steps to amend the current import duty and cess applicable to the import of ceramics and tiles in accordance with an agreement reached by the importers and manufacturers of ceramic products. The association has also requested the President to amend the gazette notification recently issued in this connection. SLCGC Vice President Aravinda Perera, in a letter addressed to the President, said that the two parties had agreed to a custom import duty of 30% and a cess of Rs. 125 per kilogramme. The agreement in question had been reached in a meeting held on 5 February. The letter goes on to commend the President's “Saubhagye Dekma” plan. “This has been reached in view of your ‘Saubhagye Dekma’ which specifies that special attention be given to locally manufactured items and increase local manufacturing capacity to satisfy the market. We also have taken into account where there is a shortage of sanitaryware available to the public. As such, this agreement will allow the importers to meet this demand,” the letter stated.  A gazette notification was issued on 2 February relaxing the import restrictions imposed on ceramic products including tiles. However, in a letter dated 3 February, the Imports and Exports Control Department had instructed the Director General of Sri Lanka Customs and all commercial banks to suspend the implementation of the regulation numbers 3 and 4 of Extraordinary Gazette No. 2213/8 dated 2 February until further notice.  Imports and Exports Control Department Controller General T.V.D. Damayanthi S. Karunarathne said in the letter that the operating instructions were issued under the power vested in the Imports and Exports (Control) Act, No.1 of 1969 and in terms of Regulation No. 17 of Extraordinary Gazette No. 2184/21 dated 16 July 2020.
