The current legal penalties and technology to crackdown on all forms of child abuse are inadequate, and necessary reforms have to be implemented expeditiously to provide severe punishment against child abuse and sex trafficking, according to State Minister of Women and Child Development Piyal Nishantha De Silva.
Speaking to The Sunday Morning, the State Minister said the resources at the National Child Protection Authority (NCPA) and legal formalities in the country are insufficient to handle these matters.
He said: “The number of persons being arrested over allegations of abusing a 15-year-old via cyberspace is increasing and it is just one reported case. There are many unreported cases and we have to develop a proper legal and technical mechanism to catch those culprits.”
According to the State Minister, there is a lack of expertise on evolving technology among the grassroots-level police officers and NCPA officers to record such complaints.
“There were several awareness and training programmes before the spread of Covid-19, but those are insufficient to provide necessary guidance about evolving technology. We have to develop a proper system.”
De Silva added that monitoring and investigating sex trafficking in cyberspace is a challenging task with limited knowledge, which has to be developed gradually.
Speaking to The Sunday Morning, NCPA Chairman Prof. Muditha Vidanapathirana said that necessary programmes have to be implemented to provide specialised knowledge to the officers who investigate cyber sexual exploitation on cyber tools and platforms and modern software.
