Department of Motor Traffic: Mass transfers to avoid ‘name and shame’

By Hiranyada Dewasiri   The planned transfer of hundreds of employees at the Department of Motor Traffic (DMT) is intended to ensure the corrupt employees among them will not be identified at their new offices, The Morning learnt.  “If we only transferred these corrupt employees, they would face issues working at their new offices. Some of the DMT staff undergo customary annual transfers. So now the employees accused of corruption will be transferred alongside them,” stated State Minister of Vehicle Regulation, Bus Transport Services and Carriages and Automotive Industries Dilum Amunugama to The Morning yesterday (20).  He added that these corrupt employees were identified through the deployment of intelligence officers, who have been monitoring the Department for a year. “The identified employees were advised against these practices, and were made aware of the monitoring; yet some of them continued with their corrupt practices,” added the State Minister.  He made these comments in response to allegations made by ‘Workers Struggle Centre’ Organising Secretary Duminda Nagamuwa, who claimed that the DMT Commissioner, under a directive of the President, is transferring 600 of its employees to pave the way for the DMT’s privatisation. “We suspect that these transfers are an attempt to paint a certain picture to the public. If the Government wants to sincerely tackle corruption, there are many other organisations they should look at. The Government knows that the transferred workers will resort to protesting, after which it will show the protests to the general public and say, ‘look, we are trying to weed out corruption, but they are protesting. Therefore the only way to reform the DMT is through privatisation’,” said Nagamuwa, speaking to The Morning yesterday (20).  He added that the manner in which the Government was pursuing reforms is “barbaric”, and that Government employees cannot be punished in this manner. Responding to an assertion by Nagamuwa that 400 of the transferred employees are internal recruits that cannot be transferred, State Minister Amunugama countered that these employees can be transferred internally.  “So we will transfer them to the Ministry of Transport. Not all of them, but those who are reported as corrupt officials that don’t fall under the category of those who face annual transfers,” he stated.  He added that it is “easy to be corrupt” when one is in the DMT.  “Even high-ranking officials will be transferred. We are holding the new officials personally responsible for the officials under them.” President Gotabaya Rajapaksa made a sudden supervisory visit to the Department of Motor Traffic in Werahera on 26 December 2019, and stressed on the need for the service to be made more efficient.
