Easter PCoI, Nat Security SOC reports: Ministerial Committee report to Prez tomorrow

30 Mar 2021

The six-member Ministerial Committee appointed to study the recommendations of the Presidential Commission of Inquiry (PCoI)’s final report into the Easter Sunday terror attacks would hand over its own final report regarding the implementation of these recommendations to President Gotabaya Rajapaksa tomorrow (31). The Ministerial Committee was also tasked with studying the recommendations of the Sectoral Oversight Committee (SOC) on National Security and the report, which would be handed over tomorrow, would also contain the committee’s conclusions regarding the implementation of the SOC recommendations. Speaking to The Morning yesterday (29), committee member Co-Cabinet Spokesman Udaya Gammanpila said that the Committee has compiled its final report and would hand it over to the President tomorrow. Gammanpila told The Sunday Morning over the weekend that the recommendations of both the PCoI report and the report of the SOC on National Security have been divided into three categories, namely recommendations that cannot be implemented owing to their impracticality (according to the Committee), recommendations that can be implemented with amendments, and recommendations that can be implemented directly. Earlier this month, Gammanpila told The Morning that a special Public Regulatory Commission (PRC) would be established to ensure the effective implementation of certain recommendations in the PCoI report such as the one calling for the combat of religious extremism. The PCoI report covers approximately 30 areas including education, cyberspace, and religion. President Rajapaksa appointed the six-member Committee to study at length the recommendations in the final report of the PCoI into the Easter Sunday bombings of 21 April 2019 which was tabled in Parliament on 23 February and the report of the SOC on National Security. The Committee is chaired by Minister Chamal Rajapaksa, and consists of Ministers Johnston Fernando, Gammanpila, Co-Cabinet Spokesman Dr. Ramesh Pathirana, Prasanna Ranatunga, and Rohitha Abeygunawardena.
