EU-Sri Lanka Working Group: PTA amendments with time-bound process: Government

The Government of Sri Lanka last week assured the European Union (EU) that the Prevention of Terrorism (Temporary Provisions) Act (PTA) will be reviewed and brought in line with international norms and standards within a time-bound process. The EU had also discussed the need to uphold international norms and standards of human rights while countering terrorism and violent extremism. The Government had made this assurance during the fifth meeting of the EU-Sri Lanka Working Group (WG) on Governance, Rule of Law, and Human Rights that met in Colombo last week. According to the Ministry of Foreign Affairs, the Working Group was co-chaired by Ministry of Foreign Affairs of Sri Lanka Director General – Europe Manisha Gunasekera and European External Action Service South Asian Division Head Ioannis Giogkarakis-Argyropoulos. Sri Lanka had updated the EU on the legal reforms programme undertaken by the Ministry of Justice through consultative processes and on the process made on reviewing the PTA. The EU and Sri Lanka had agreed to assess the progress of the effort at the next meeting of the EU-Sri Lanka Joint Commission in early 2022. “The two partners reaffirmed their commitment to good governance, adherence to the rule of law, and protection of human rights. They discussed common interests pertaining to the protection and promotion of fundamental rights and freedoms and agreed to continue co-operation on issues of relevance,” the Foreign Ministry said in a press release. The 20th Amendment, independence of the Judiciary, separation of powers, and the ongoing work of independent institutions had also been discussed, with the EU stressing the importance of fostering social, economic, and political inclusion through justice, reconciliation, and accountability. The EU had also encouraged Sri Lanka to seek broader consultation for constitutional reforms, to address hate speech, and to take steps toward abolishing the death penalty. Both parties had exchanged experiences in managing the Covid-19 pandemic. Sri Lanka appreciated the EU’s contribution to COVAX, which supports vaccine equity and benefits developing countries. The delegates had also discussed co-operation with the United Nations Human Rights Council (UNHRC), including treaty bodies, and agreed to work towards enhancing co-operation.
