Exporting e-waste : Earning revenue from scrap

By Sarah Hannan   Japan is to pay Sri Lanka for the weight of gold and platinum that it salvages from the Printed Circuit Boards (PCBs) that have been exported. Research conducted by experts on recycling and e-scrap salvaging note that a tonne of PCBs can contain up to 150 kg of precious metals. [caption id="attachment_105206" align="alignleft" width="300"] Minister of Environment Mahinda Amaraweera inspecting the e-waste consignment at INSEE Ecocycle Lanka processing factory in Katunayake Export Processing Zone as others look on, 11 November 2020.[/caption] Sri Lanka exported its first consignment of e-waste to Ousei Kankyo Shoji Ltd. in Japan, an expert in e-scrap recycling, last Wednesday (11). The project was jointly implemented as a public-private partnership (PPP) in which the Ministry of Environment’s Central Environmental Authority (CEA), the Postal Services Department, and INSEE Ecocycle Lanka (Pvt.) Ltd. were involved. “The Japanese company has agreed to pay Sri Lanka according to the weight of the gold and platinum it recovers from the PCBs that we have sent them. The exacts of the weights are yet to be determined, as it would only be notified after the salvaging process," Minister of Environment Mahinda Amaraweera told The Sunday Morning. Amaraweera also took the opportunity to thank INSEE Ecocycle Lanka for continuously working with the Government to look at various methods to minimise the waste problem in Sri Lanka. The exported consignment of electrical and electronic waste that was shipped to Japan comprised three tonnes of PCBs, eight tonnes of plastic, and 13 tonnes of metal. “In October, marking World Post Day, the Department of Postal Services collaborated with the CEA to launch a CSR (corporate social responsibility) project to collect electronic waste, during which the public was requested to drop off their domestic e-waste, such as used or obsolete mobile phones, computers, televisions, radios, stereos, etc. at selected post offices,” CEA Chairman Siripala Amarasinghe stated. Amarasinghe noted that household and electronic waste was collected by 600 post offices from 5-10 October.
