Federal or Unitary Constitution: Wiggy asks UN to hold referendum

Through a letter, the Thamil Makkal Thesiya Kuttani (TMTK) has requested the United Nations Human Rights Council (UNHRC) to hold a referendum in the North and the East to determine their view on a federal constitution, The Morning learnt. “My constituent party leaders have asked for a referendum to be conducted under international supervision in the North and East, where the people of the North and East should decide whether they want to be under a unitary constitution or a federal constitution,” TMTK Leader and parliamentarian C.V. Wigneswaran told The Morning yesterday (25). According to Wigneswaran, who was also a former Chief Minister of the Northern Province, the letter had been sent to the UNHRC in light of its 46th Session which is currently ongoing in Geneva, Switzerland and will continue until 23 March. Wigneswaran claimed that former Prime Minister S.W.R.D. Bandaranaike had favoured a federal constitution in 1926, followed by the Kandyans in 1946, while former President J.R. Jayewardene had, in an interview in 1994, said that he believes that a federal constitution is best suited for the country, although its countrymen were not ready for such at the time. “Maybe the time has come now,” opined Wigneswaran. Both civil society organisations and political parties from the North and the East have written to the UNHRC and its Member States ahead of the UNHRC Session. The Core Group of Countries for Sri Lanka (the UK, Canada, Germany, Montenegro, and North Macedonia) is expected to submit a resolution at this year’s UNHRC session. Although the Government initially considered co-sponsoring a resolution with the Core Group, it was later learnt by The Morning that the expectations of the Core Group were not met by the Government during negotiations. Yesterday, the report on Sri Lanka by UN High Commissioner for Human Rights Michelle Bachelet was scheduled to be discussed.
