Government invites investors for renewable energy

  • Solar, wind, biomass projects sought
BY Buddhika Samaraweera The Solar Power, Wind and Hydro Power Generation Projects Development State Ministry has called for proposals from foreign and local investors to develop and generate electrical energy through renewable energy resources such as solar (floating and ground mounted), wind (ground based and offshore), and biomass, and to supply such electrical energy to the Ceylon Electricity Board (CEB). The relevant gazette notification calling for investors’ proposals has been issued by the Ministry’s Secretary on 24 September 2021. According to the relevant proposal document seen by The Morning, the investors are permitted to submit more than one proposal and a committee has been appointed to screen and shortlist them. However, the relevant proposal document stated that the proposals may not be limited to these renewable energy sources, locations, and capacities. The minimum electrical generation capacity of such a project should be more than 50 MW, and the relevant proposal document also stated that the prospective investors should fulfil the requirements of the Sri Lanka Electricity Act No. 20 of 2009 as amended by Act No. 31 of 2013, and the Sri Lanka Sustainable Energy Authority (SLSEA) Act No. 35 of 2007 as amended. In the event the prospective investor, as part of the project, is required to bear the full cost of the construction of the transmission infrastructure (transmission line and grid facility), such costs incurred, according to the proposal document issued by the State Ministry, could be recovered from the CEB as an annuity within a 10-year period. The project proponents are required to obtain renewable energy permits upon the selection of such project proponents as the developers, and they are also required to obtain the generation licence under the Electricity Act, following which they would be required to sign a power purchase agreement with the CEB to commence the construction phases of the projects within a permitted time period. Following the signing of the said agreement, the project developer will be responsible for the design, construction, commission, operation, and maintenance of the power plant, and the construction of the necessary transmission infrastructure as per the CEB specifications and supervision, and transfer the ownership of the transmission infrastructure to the CEB immediately before the commencement of the commercial operation of the plant. In addition, according to the proposal document, they will also be responsible for the supply of fuel oil, water, or any other energy resources required in order to operate and maintain the facility, to operate and maintain the liquid and solid waste disposal system, take environmental protection measures, and adopt quick action for environmental impact mitigation measures. The potential locations and the possible absorption capacities identified by the Sri Lanka Sustainable Energy Authority (SLSEA) include: under the wind category – Vadamaradchi East (100 MW), Tissamaharama (75 MW), Badulla-Haldummulla (100 MW), Monaragala-Buttala (50 MW), Monaragala-Wellawaya (50 MW), Anuradhapura-Mahawilachchiya (100 MW), Anuradhapura-Medawachchiya (100 MW), Anuradhapura-Nuwaragampalatha (50 MW), and Pooneryn (233 MW); under the ground-mounted solar power category – Mannar-Madhu (100 MW), Jaffna-Maruthankerny (100 MW), Monaragala-Buttala (100 MW), Batticaloa-Koralai Pattu West/Oddamavadi (100 MW), Anuradhapura (100 MW), Kalutara-Agalawatta (50 MW), Mullaithivu-Oddusudan-Pudukuduirippu (50 MW), Monaragala-Sewanagala (60 MW), Trincomalee-Town and Gravets (100 MW), and Siyambalanduwa (100 MW); under the floating solar power capacity – Kotmale (65 MW), Victoria (238 MW), Randenigala (235 MW), Moragahakanda (262 MW), Ulhitiya (226 MW), Loggal Oya (56 MW), Udawalawe (341 MW), Kala Wewa (249 MW), Kandalama (78 MW), Pimburattewa (260 MW), and Aralaganwila (98 MW); and under the offshore wind power category – Mahaweli reservoirs, Mannar, Jaffna, and Hambantota.
