Government officers encouraged to grow at home and work abroad

  • Four-day work week, with Fridays set aside for cultivation

  Most Government officers in Sri Lanka are set to enjoy a four-day work week to encourage them to engage in agricultural activities in their backyards on Fridays, while they also have the option of taking five years of no-pay leave for employment or other productive work abroad, without affecting their seniority and pension. On Monday (13), the Cabinet approved two proposals put forth by the Minister of Public Administration, Home Affairs, Provincial Councils and Local Government Dinesh Gunawardena. According to a statement by the Department of Government Information (DGI) yesterday (14), the decision to implement the four-day work week was taken after considering the prevailing fuel shortages in the country.  Thus, the statement said, it was decided “to grant Government officials leave for one working day of the week and to provide them with the necessary facilities to engage in agricultural activities in their backyards or elsewhere as a solution to the food shortage that is expected to occur in the future”.  This is to be implemented over the next three months with Fridays being holidays for most government officers, except for workers in the water supply and drainage services, electricity, health, defence, education, transport, and ports and aviation sectors. Public officers would also be able to take no pay leave for a period of five years without affecting their seniority and pension for “employment or other productive work abroad”, according to the Cabinet decision. “Under the existing provisions, a public officer is entitled to a maximum of five years no pay leave during his/her tenure for study or foreign employment. But public officers are not interested in taking such leave due to the non-inclusion of that period in the calculation of pensions, the impact on seniority and other conditions. Considering the prevailing economic crisis, these provisions will be amended,” said the DGI yesterday. The Morning’s attempts to contact Public Administration, Home Affairs, Provincial Councils and Local Government Ministry Secretary M.M.P.K. Mayadunne yesterday for further details about the aforementioned measures proved futile.
