Hambantota LNG hub: Feasibility study to commence next month

 By Skandha Gunasekara A feasibility study for the proposed $ 100 million ‘Hambantota Liquefied Natural Gas (LNG) Hub’ is to kick off next month, The Sunday Morning learns. The project, based on an agreement between Pearl Energy (Pvt.) Ltd. and the Board of Investment (BOI) in 2020, is reported to include a floating storage LNG trading facility at the Port of Hambantota (HIP). Under the proposed project, HIP’s strategic location to global trade routes is to be leveraged to store and trade LNG in the region and to improve Sri Lanka’s LNG accessibility.  A source at the HIP told The Sunday Morning that a feasibility study in this regard would be carried out next month. “A company known as Pearl Energy is scheduled to do a feasibility study in February for the LNG storage facility and will probably set up the plant soon after,” the source said.    Meanwhile, HIP last week commenced bunkering operations, offering Marine Diesel Oil (MDO) and Marine Gas Oil (MGO).  HIP fuel bunkering operations Senior Specialist – Oil and Bunkering Sarathchandra Kumara told The Sunday Morning that the Port’s storage inventories contained stocks of very low sulphur oil and MDO. “For very low sulphur oil we have a storage capacity of 51,000 cubic metres. We also have 23,000 cubic metres of storage for MDO. At present we have 28,000 cubic litres of very low sulphur oil and 15,000 cubic litres of MDO in our inventory,” Kumara said.  Responding to a query regarding the standards followed by the facility, Kumara stated: “When such a terminal is made, the standard practice is to get it certified by a reputable third party. The terminal was fully refurbished and it was certified by Lloyd’s Asia as Fit for Service. Lloyd’s safety standards are internationally recognised in the marine services field.”  He added that services at the port met Sri Lanka Standards Institute (SLSI) standards. He also stated that the facility had its own laboratory which met SLSI testing standards.
