Housing for middle-income families: Government expedites 300-home project in Kottawa

By Uwin Lugoda A project, to provide 314 new homes to middle-income families in the Kottawa area, has recently been expedited by the Government, The Sunday Morning learnt.  According to the Ministry of Urban Development and Housing, a housing project which began earlier this year was recently expedited under the instructions of Prime Minister Mahinda Rajapaksa. The project is set to be built in Makumbura, Kottawa. Speaking to The Sunday Morning, Urban Development Authority (UDA) Director General Prasad Ranaweera stated that this project falls under the umbrella project focused on building 3,000 middle-income houses around Sri Lanka. He explained that the Makumbura, Kottawa housing scheme was the third of its kind, and commenced on 6 January 2021.  “This third scheme, consisting of 314 houses, is being constructed near the Makumbura Multimodal Transport Centre, which provides access to the Southern Expressway and High Level Road,” said Ranaweera.  He stated that the construction of this apartment complex was being overseen by the UDA, and that each of the houses will be provided on a pay-as-you-go basis for a period of 25 years. In this regard, Ranaweera stated that the UDA will co-ordinate the provision of bank loans for the purchase of these houses, further aiding the families. The homes will also be provided at a low interest rate as a form of relief to the middle-income families buying them. The houses will be priced between Rs. 10 million and Rs. 17 million each, and be sized between 700 sq. ft. and 900 sq. ft., respectively. These two sets of apartments will each have two and three bedrooms, respectively. “All these houses are built to suit the middle class, and will have facilities to match. These facilities also include car parks,” he said. Prior to this third scheme in Makumbura, Kottawa, Ranaweera stated that development had commenced on two other schemes. The first, which began construction on 4 January, was in Orugodawatta and consisted of 432 houses, while the second set of 384 houses had begun development the next day (5 January) in Peliyagoda. Work on a fourth housing complex began on 6 January with the planned construction of 210 housing units located close to the Sugathadasa Indoor Stadium in Colombo. This housing complex in Bloemendal is situated in an area with an economic zone amidst commercial buildings. A fifth housing scheme with 120 new houses commenced on 8 January, and is centred in the Boralesgamuwa area, which has a high urban density and a rapidly developing economy. The sixth housing complex, located in Peliyagoda with 504 housing units, also began construction during the same time. The construction of yet another housing scheme began on 7 January in Malabe, with 256 housing units. Following this, the construction of another housing scheme began on 12 January in Getambe and included 124 units, while the eighth housing scheme was also located in Orugodawatta, and consisted of 440 houses.  The mega project of building these 3,000 middle-income houses is being done in accordance with President Gotabhaya Rajapaksa’s national policy framework “Vistas of Prosperity and Splendour”, and will follow all current health and safety guidelines. Ranaweera stated that it was also inspired by former President Mahinda Rajapaksa’s low-income housing schemes which were set up between 2009 and 2014. He added these constructions are being carried out in line with all health criteria and instructions, in order to meet the housing needs of the middle class, even amidst the ongoing Covid-19 pandemic.  These 3,000 houses are to be constructed in Orugodawatta, Peliyagoda, Kottawa, Bloemendal, Boralesgamuwa, Malabe, and Getambe in the Kandy District.
