ICTA Chairman Jayantha De Silva appointed Technology Ministry Secretary

[caption id="attachment_106922" align="alignleft" width="300"] Jayantha De Silva[/caption] Information and Communication Technology Agency of Sri Lanka (ICTA) Chairman Jayantha De Silva has been appointed Secretary to the newly formed Ministry of Technology by President Gotabaya Rajapaksa. The Ministry of Technology was formed two weeks ago and was placed directly under the President's purview without a Minister in charge, which is expected to provide De Silva free rein. He was appointed Chairman of ICTA in mid-December 2019, and prior to that was CEO and President of IFS Sri Lanka, the local arm of global enterprise applications company IFS which is based in Sweden. ICTA is the apex ICT institution of the Government mandated to take all necessary measures to implement the Government’s Policy and Action Plan in relation to ICT. The Government has stated that the Ministry of Technology aims to build a technology-based society. "Simplification of State machinery and market process, expansion of digital governance through the use of information technology as a tool for knowledge exchange are priorities of the newly established Ministry. Establishment of international electronic payment schemes, high speed data exchange system and associated mobile network across the country are within the purview of the new Ministry," the President's Media Division stated in a press release. Jayantha De Silva has over 30 years of experience in the IT industry with extensive exposure in national policy-making and strategies for knowledge services, with hands-on experience in large projects globally. De Silva is a founder member and former Chairman of the Sri Lanka Association of Software and Service Companies (SLASSCOM) and former Chairman of the Software Exporters Association. He has served as a Board Director of the Information and Communication Technology Agency (ICTA) of Sri Lanka, Chairman of British Computer Society (BCS) Sri Lanka and a member of the Board of the University of Colombo School of Computing (UCSC). He was also in the advisory panel to the Government of Sri Lanka in the formulation of national-level policies related to the ICT industry of Sri Lanka. De Silva is a Post Graduate Diploma holder from the International Statistical Programs Center, Washington DC; Fellow (FBCS) of the BCS, the Charted Institute for IT and a Chartered IT Professional (CITP) and recipient of the ICT Lifetime Achievers’ Award/Most Outstanding Contribution Award for services to the software industry in Sri Lanka, awarded at the National Best Quality Software Awards in 2011.
