If Boossa Prison STF officer was off duty, no offence in carrying liquor inside: SSP Nihal Thalduwa

  By Ruwani Fonseka Against the backdrop of a Special Task Force (STF) officer being caught allegedly smuggling alcohol into the Boossa Prison, and at least 100 STF officers being transferred from Boossa Prison with immediate effect, the Police clarified that if the said officer had been off duty at the time, it would not be an offence for him to carry a bottle of liquor into the officers’ mess at the premises. Speaking to The Morning, Police Spokesperson Senior Superintendent of Police (SSP) Attorney-at-Law Nihal Thalduwa noted that the incident in question had prompted the transfer of officers from the Prison, but that preliminary investigations indicated that the particular officer had not been smuggling the liquor for inmates, as had been claimed, but rather for personal consumption during his off-duty hours. He also explained that STF officers stationed at prisons are regularly transferred every six months as per standard procedure, while the transfer that occurred in this case had been implemented before the six-month term expired due to the ongoing probe into the incident in question.  On 11 March, an STF official was apprehended by the prison administration attempting to take alcohol into the prison premises. A video circulating on social media, reportedly recorded at the time that the STF official was allegedly caught with the alcohol, shows the STF official saying that “we are under the Defence Secretary”.  At a press briefing held on Monday (14), Committee for Protecting the Rights of Prisoners Chairman Attorney-at-Law Senaka Perera charged: “We have repeatedly said that STF officials should not be allowed to engage in prison activities. They were trained for war and therefore, they do not know how to work with prisoners or their families. By continuing to put them for prison duties, various problems have repeatedly arisen. Boossa is supposed to be a high-security prison but it is clear that there is no protection or responsibility there.”
