Islandwide power outage final report delayed

By Maheesha Mudugamuwa The already delayed final report of the committee appointed to investigate the countrywide power failure on 17 August is to meet this week to evaluate its findings, according to Ministry of Power Spokesman Sulakshana Jayawardena. He told The Morning that the final report would be submitted within the next two weeks. Denying the allegations levelled against the Ceylon Electricity Board (CEB), that the delay was caused as they refused to provide crucial data, Jayawardena explained that the committee was obtaining more clarification from the CEB and the committee had already visited the places that were crucial to the investigation, such as Kerawalapitiya, Norochcholai, and the System Control Unit, etc., several times. “The committee is gathering information and evaluating all the information they gathered. The task is not easy and the outcome should be perfect,” he said, adding that the data from the CEB has to be collected from different divisions, which is a time-consuming process. The interim report submitted by the committee three days after the power blackout has identified that the power outage was a result of a failure on the part of the CEB to maintain the procedures, and significant lapses in not carrying out recommendations mentioned in previous investigation reports. The report stated that an error made by an electrical superintendent at the Kerawalapitiya Grid Sub-Station by incorrectly switching on an isolator after routine maintenance, while a section had been earthed, had led to a short circuit and as a result, the Norochcholai Coal Power Plant was also disconnected, forcing the country to opt for intermittent power cuts.
