Land data infrastructure and land information service system within 4 years

The land data infrastructure and land information service system is scheduled to be completed within the next four years (2025), Sri Lanka Survey Department Deputy Surveyor General (SGO – LIS) S. Sivanantharajah said. Speaking to The Sunday Morning Business, Sivanantharajah said that only Cabinet approval has been granted and that the project is scheduled to start after the total loan of $ 60.33 million is granted by the Korean Government.  “Agreements will be done by the relevant department and the proposal will be signed in order to commence this project. However, until the loan is received, the project would be at a halt. The delay of receiving the loan is due to the Korean Government’s investment on another current project in Sri Lanka,” he said. When inquired regarding the developers of this project, Sivanantharajah said that the software development team will be from abroad. “Developers are coming from overseas and they will form a local developing team, consisting members of our ministry department.”  Adding further, he said that currently, capacity building is going on under this initiative. “We have a training school which they can utilise for developing training. In simple words, local developers will be trained beforehand. However, since the project is for four years, the international developers will give all the relevant information, including the source code, to the local developers who can maintain it later.” Accordingly, after four years, the international developers will be working remotely for maintenance and to look after the system, he added.  Commenting on the benefits, Sivanantharajah said that the benefits of this project will outweigh the drawbacks because through this initiative, Sri Lanka will be able to have all land data in one system. “What we have at present is not flexible, but with this initiative, all data will be available to all relevant departments and persons who require the relevant information,” Sivanantharajah said.  Adding further, he said that this initiative will benefit the nation as well as the general public. “The transaction data will be clearer and through this, we are expecting to have a general system in a systematic way; then we can disseminate this information to different agencies where the Land Registry issues title to the land parcels, which could be expedited further,” Sivanantharajah added.  According to Sivanantharajah, this will be one of the most important projects conducted by the Ministry of Lands. “Department wise, we did not have any projects during the last 7-8 years and this is one of the project parts of surveying. In order to deposit everything in a systematic way, we need to have a very good system. Hence, that’s why we are going to develop this in our country,” Sivanantharajah emphasised. Meanwhile, speaking to The Sunday Morning Business, Information and Communication Technology Agency (ICTA) Chairman Prof. Lalith Gamage said that the ICTA is ready to provide any services required by the Ministry of Lands.  “Land data is very important as investors sometimes have to wait for a while to get accurate information on land. There are other people who claim ownership for lands which are not officially theirs and there are several other issues. Hence, by this system, information can be accurate, services available can also be checked, and from whom land approval must be obtained, and other such valuable information can be obtained by this system,” Gamage said.  Adding to his comments, Gamage said that due to this project, business will be improved, security of information can be highly maintained, and most importantly, investors will benefit as they would be able to check and see the attributes available in lands.  “After this development is launched, all relevant information will be uploaded into the Lanka Government Cloud Network and also on the National Spatial Data Infrastructure,” Gamage concluded.  According to Sivanantharajah, this project was planned in 2013. However, due to several issues, the final agreement was approved by the Cabinet of Ministers in September 2020. According to the Cabinet release, the establishment of a control network of the Department of Survey would speed up the process of its survey activities and enhance productivity in Sri Lanka.  “The requirement to establish a land information service system with modified infrastructure facilities is identified to enable those that utilise the services to use those resources conveniently,” the Cabinet statement added.
