Manusha questions move to silence him

Samagi Jana Balawegaya MP Manusha Nanayakkara said that there was a reasonable suspicion whether he had been summoned to the CID without giving specific details in order to stop the questioning of Parliamentarians on issues in the country and to prevent him from actively contributing to the proceedings of Parliament. Raising a privilege issue in parliament, Nanayakkara went on to ask if someone had lodged a complaint, what is the specific point of the complaint and if there is no such complaint, can the CID initiate an investigation on its own initiative? Earlier last week, Nanayakkara was summoned through the Narahenpita police to the CID with no reason mentioned. In response, Nanayakkara had sent his lawyer along with a letter asking for a reason as to why he was summoned. 'It is a violation of my rights as a civilian and a violation of my privileges as a Member of Parliament to be summoned before the CID without any mention of the facts to which such information is sought', Nanayakkara stated, adding that he had a reasonable doubt as to whether such a summons had been issued to hunt down Members of Parliament with the objective of stopping inquiries into the problems of the country. Additionally quoting the Senaratne Vs. Punya De Silva Fundamental Rights Constitution, Articles 13(1), and 13(2), - Right to freedom from arbitrary arrest ,Communicating reasons and grounds for arrest Detention Code of Criminal Procedure Act, No. 15 of 1979, Sections 2, 32, 36 and 37, Cognizable offence ,Compensation and costs, Nanayakkara went on to say that if there is a call for an inquiry, a specific statement should be made regarding the relevant inquiry In Conclusion, Nanayakkara mentioned that the summons received by him from the CID without specifying the details violates his Parliamentary Privilege and orders.
