Pathfinder Foundation Founder Milinda Moragoda has proposed that the Government develop a medium-term plan to relocate some of its ministries outside the Western Province.
Moragoda noted that in the UK, as part of a post-Covid strategy, the Prime Minister Boris Johnson and his Chancellor Rishi Sunak are planning to shift several London-based departments, including Ministers offices as well as parts of the Treasury, to Northern England and the Midlands. He added that they are planning to relocate 25% of the civil service jobs based in London to the regions within the next ten years. Similarly, in several other countries, including the US, thinking has been moving along the same lines even before Covid.
He stated that Sri Lanka, in contrast, appears to be headed in the opposite direction with successive governments constructing or leasing expensive government buildings in Colombo to accommodate the ever-expanding State sector, noting that the Sri Lankan Government alone employs approximately 1.5 million people and is by far the country’s largest employer. He argued that some of the Government’s Ministries could be moved outside the Western Province, and that these entities could act as economic catalysts for rural areas and cut down on road congestion. He further said that Sri Lanka’s fast-improving road network, coupled with the fact that most people have become accustomed to working remotely, makes this the ideal time to consider new ways of thinking and organising our society.
As a first step, he suggested that the Government should develop a 10-year plan to determine which ministries should be relocated and the locations they should be moved to, and furthermore, that when the Government considers leasing or constructing new buildings, that priority should be given to locating these facilities outside the Western Province.
