Ministerial Comm. on Easter PCoI, SOC reports: Implementation agencies to be nominated

28 Mar 2021

  • Recommendations separated into three categories

  • Unimplementable/impractical, implementable with changes, directly implementable

The six-member Ministerial Committee appointed to study the reports of the Presidential Commission of Inquiry (PCoI) into the Easter Sunday terror attacks and the Parliamentary Sectoral Oversight Committee (SOC) on National Security, has analysed all the recommendations contained therein and categorised them into three groups, The Sunday Morning learnt. Committee member, Co-Cabinet Spokesman Udaya Gammanpila said that the recommendations of the two reports have been put into three groups on the basis of the ease of implementation. “We have analysed all the recommendations and categorised them into three groups. The recommendations which cannot be implemented have been put in the first category and we have given reasons for our decision, stating that they are not practical or pragmatic,” the Minister said. Regarding the second category, he added: “We have the recommendations which can be implemented with suitable amendments and we have given reasons for the amendments. We have also nominated the implementation agencies.” According to the Minister, the third category includes the recommendations that can be directly implemented without making any amendments. The implementation agencies for these recommendations have also been mentioned. “We will submit the final report on 31 March to President Gotabaya Rajapaksa,” he said. When queried as to the key recommendations in the three categories, Gammanpila said that specifics will be revealed after the report is handed over to the President. The said Ministerial Committee, Chaired by Minister Chamal Rajapaksa, was appointed by the President to study the recommendations in the two said reports and to hand over a final report on 15 March. However, the Committee sought an extension of two weeks to hand over its final report, citing the sensitivity and complexity of the content of the reports. Other committee members include Ministers Johnston Fernando, Co-Cabinet Spokesman Dr. Ramesh Pathirana, Prasanna Ranatunga, and Rohitha Abeygunawardena.
