Motorcyclists aim to prevent accidents during power cuts

 By Buddhika Samaraweera The Ceylon Motorcyclists’ Association (CMA) is to prepare an action plan on preventing road accidents due to the non-functioning of road signs and train signals in the face of scheduled power cuts, and hand it over to the relevant authorities and the public within this week. Speaking to The Morning yesterday (17), CMA President Chirantha R. Anthony Amarasinghe said: “Road signs and train signals are not functioning when there are scheduled power cuts these days. Due to this, road accidents occur frequently in densely populated cities such as Colombo. Therefore, we hope to work out an action plan to prevent these accidents, and hand it over to the authorities and the people.”  Claiming that it is “useless” to talk about preventing road accidents with the current Government, which had recently advised that street lights be turned off in the face of the power crisis, he said that it would be more effective for the people to be as cautious as possible to prevent the accidents from occurring. He further said: “We have been raising this issue for some time, but now there is a Government in power that wanted to turn off street lights as a solution to the power crisis. So is it worth discussing, with such authorities, the non-functioning of road signs and train signals? However, we hope to work out an action plan and hand it over to the authorities and the people.”  Former Finance Minister Basil Rajapaksa, on 7 March, had instructed all heads of local Government bodies to turn off all street lights in the country until 31 March. In a special statement issued to all heads of local Government bodies and group leaders, he said that in addition to deactivating street lights, alternative ways of saving electricity should be implemented as much as possible to minimise the impact of the ongoing power crisis on daily life. Meanwhile, the Department of Railways had recently requested the public to cross railway crossings as carefully and cautiously as possible, as train signals would not be in operation during the scheduled power cuts.  Railways Department Deputy General Manager (Transport) Gamini Seneviratne told the media that the signal systems at many railway crossings are set up in the form of bells and lights, leaving them largely inoperative during power outages.  “Most train signals are operated by direct power supply. There are batteries to activate them for short periods of time without power, but they do not have enough power for long periods of time. Therefore, given the fact that the power cuts are going on for hours these days, most of the signal systems are not in operation,” he said. Taking into account this issue, he said, people crossing railway crossings across the country should be as careful as possible until the power cuts come to an end. Due to the serious deficit of US dollars required for imports in the country, the import of fuel, including that of diesel, has been hampered. As the diesel supply to power stations has also been limited due to the said issue, the PUCSL has given permission to the Ceylon Electricity Board (CEB) for rotational load shedding.
