New mediation boards in 9 districts

  • Conflicts over land/finances, migrant worker families-govt. issues to be dealt with  

  New mediation boards will be established by the Ministry of Justice to resolve land-related conflicts, financial conflicts, and conflicts between the families of migrant workers and government bodies. Speaking to The Morning, Mediation Board Commission Secretary Rajanee Atapattu said that three new types of special mediation boards would be established this year for these purposes. “Mediation boards to resolve land disputes are already functioning in the Northern and Eastern Provinces and in the Anuradhapura District. Following a request made by the Ministry of Lands and Land Development, we would be establishing special mediation boards for land disputes in seven districts (Colombo, Gampaha, Kandy, Polonnaruwa, Ratnapura, Kurunegala, and Hambantota) this year,” Atapattu said. Furthermore, Atapattu said that the mediation boards to resolve conflicts between families of migrant workers and government bodies would be a pilot project and would commence in the Kurunegala District this year. However, she added that only conflicts faced by families of migrant workers in Sri Lanka would be heard at these boards. “The need to establish special mediation boards to resolve financial disputes that arise because community mediation boards find it difficult to handle the number of financial disputes they receive,” explained Atapattu. Approximately 65-70% of disputes brought to the attention of community mediation boards are finance-related, such as microfinance issues. Thus, it was decided to establish special mediation boards in five districts (Colombo, Gampaha, Monaragala, Kandy, and Anuradhapura) to deal solely with financial conflicts, said Atapattu. According to a media statement by the Ministry of Justice, the mediation boards are due to meet six days per month. The establishment of special mediation boards would reduce the amount of cases filed at the magistrate’s courts and be beneficial to the public, as it would reduce the cost of small conflict resolution. The proposal to establish these mediation boards was approved by the Cabinet of Ministers this week.
