New Water Act in the works

By Sarah Hannan The Minister of Water Supply Vasudeva Nanayakkara stated that a Water Bill will be drafted to protect water resources, establish responsibility and ownership of protecting water catchment areas, designate the areas around the streams as reserve areas, and ensure that the people have the right to access clean water for consumption. “We provide water to the people of our country. But there is no profiteering that takes place from water supply. For instance, the water in the Rakwana River is fast receding and the Ministry has taken several steps to rectify this situation. As a first step, 2,500 kumbuk and mee saplings will be planted in the Rakwana River area on 10 September,” Nanayakkara explained, pointing out that deforestation is one of the main reasons for declining water resources. Some people cross streams, such as rivers, to obtain large quantities of water for personal use. Due to this, the flow of water is reduced. The arbitrary use of waterways, which is everyone's right, cannot be tolerated by a certain group. Therefore, it is necessary to make laws in this regard. “Therefore, we are working to expedite the passage of a Water Act, which would cover a number of aspects including water resources, community water organisations, rights to water, and responsibilities for it. This is a Bill that fully guarantees the people’s right to water. This is not a bill for the Government but for the people,” Nanayakkara elaborated. At present, the process of water purification does not take place in the existing community water projects in the country. But in the future, a water purification process should be included, the Minister noted, adding that a water treatment system that can be easily implemented for inclusion in community water projects needs to be developed in the future. “In order to take proper action in the matter of conservation of water resources, several other institutions should be included under our Ministry. I requested the President to include the Water Resources Board under the Irrigation Department in our Ministry. Also, if the existing forest conservation areas in the catchment areas are included under our Ministry, it will facilitate future activities. These activities are very important for the right of water supply and protection of water supply,” he concluded.
