An Indian senior intelligence official had stated that a thorough search had been conducted of Indian immigration records and it failed to throw up any evidence of comings and goings of Hashim or any other individual associated with the 4/21 attacks.
Officials have said that it is possible that Hashim may have spent a few months in 2017-18, when he is said to have gone underground, in the Maldives. Maldives has reported a high rate of radicalization among its youth by IS and al-Qaida.
