PC polls in limbo

10 Mar 2019

By Maheesha Mudugamuwa and Skandha Gunasekara The provincial council elections remain in limbo with no decision reached on which electoral system the election will be held under. The Cabinet last week discussed the issue but according to sources no decision was reached. Minister of Provincial Councils and Local Government Vajira Abeywardana told The Sunday Morning that the Provincial Council (PC) Act needed to be amended in order to hold the PC elections under the old method. “The Act in Parliament has established a mixed electoral system but all 225 MPs are against this. So now, we have to bring in new legislation to amend this Act in order to hold elections under the old system,” he said. However, he said that although the amendment had been presented to Cabinet, the Cabinet of Ministers could not come to an agreement until the party leaders decided on an electoral method. Meanwhile, Deputy Speaker Ananada Kumarasiri said that there are certain amendments proposed to the PC Act. “I don’t think it will be taken up in the near future. The amendments have to come to Parliament and it depends on whether the party leaders agree to bring it to Parliament and do the amendments." However, Chief Opposition Whip MP Dinesh Gunawardena said that Cabinet had approved the amendment but the Government had failed to present the draft amendment to Parliament. “We are waiting on the Government to present the amendment bill to Parliament so that we can go ahead with the enactment of the legislation.”
