CID unable to conclude key probes

The Police are unable to conclude investigations on several high-profile cases due to red tape and administrative bottlenecks rendering the Attorney General’s (AG) directives unenforceable, The Sunday Morning learnt. Officers investigating several high-profile cases are facing difficulties due to the lack of co-operation from officials of the Sri Lanka Army, it was learnt. Investigating officers state that most of the high-profile probes have come to a standstill and cannot be taken forward without the support of the Army.
A senior officer attached to the Police Department told The Sunday Morning on conditions of anonymity that the Criminal Investigation Department (CID) had no powers to visit Army camps and carry out necessary probes within such premises and has therefore requested relevant authorities to provide certain documents required to proceed with the ongoing probes.
However, as of now, investigations cannot proceed without the required documents or the evidence, according to the senior officer. The incidents being investigated include the murder of former Editor-in-Chief of The Sunday Leader Lasantha Wickrematunge, the disappearance of journalist Prageeth Ekneligoda, and the assault on journalist Keith Noyahr. Last week, the AG, in his letter to Acting Inspector General of Police (IGP) Chandana Wickremeratne instructed him to expedite investigations into five high-profile cases and submit “completed investigative material” for legal advice in due course. The five cases identified by AG Dappula de Livera include the murders of Wickrematunge, Sri Lanka rugby player Wasim Thajudeen, and the 17 aid workers as well as the abduction of journalist Noyahr and the case involving 11 missing youths. When contacted, Army Spokesman Brigadier Sumith Atapattu denied the allegations levelled against the Army. He said the Army had so far provided all the information that was requested by the CID regarding the investigations.
