The completion of the Port Access Elevated Highway Project will see a delay due to Covid-19 disruptions and will now be completed by the end of 2022, The Sunday Morning learnt.
Earlier, it was expected to be completed by September 2022, but the Road Development Authority (RDA) has predicted that the construction work would be extended by a few months.
“We have now recommenced construction,” Project Director of the Port Access Elevated Highway Project A.H.M. Nizar told The Sunday Morning on Friday (18).
The construction work of the project was launched in September 2019 with the funds from the Asian Development Bank (ADB). The total estimated cost is Rs. 28 billion.
The new elevated highway will connect the New Kelani Bridge with the Colombo Port City and it is expected to ease traffic congestion, improve connectivity, and facilitate trade logistics in the country.
The project agreement between the China Civil Engineering Construction Corporation and the RDA was signed in 2019 in the presence of then Prime Minister Ranil Wickremesinghe and Ambassador of China to Sri Lanka Cheng Xueyuan.
The ADB has granted a $ 300 million loan to finance the construction of the Rs. 28 billion elevated toll highway with related facilities between the New Kelani Bridge and Galle Face in Central Colombo.
The Port Access Road will connect to the New Kelani Bridge at the Ingurukade intersection and from there onward to the Colombo Port City, it will be constructed on pillars. From the Colombo Port City, the expressway will connect to Marine Drive through an underground tunnel so as not to damage the natural beauty of Galle Face.
Since the New Kelani Bridge will directly connect to the Colombo-Katunayake Expressway on the north side and extend to the Orugodawatta intersection on the south side, connecting it with the Port Access Road is expected to allow travel to the outskirts of Colombo without much congestion.
