Power projects: PUCSL denies delays in projects

The Public Utilities Commission of Sri Lanka (PUCSL) denied the allegations levelled against them saying that many power projects have been delayed due to the delay in approving them by the commission. Co-cabinet Spokesman and Mass Media Minister Keheliya Rambukwella yesterday (22) stated that the decisions taken by the Government on vesting powers to the organisations depends on the fast-tracking of activities embarked on by the Government. The Minister told the media that the Government has already decided to establish an alternate organisation similar to the PUCSL. Accordingly new members would be appointed to the institution and names have already been suggested. Few weeks ago, President’s Secretary Dr. P.B. Jayasundera instructed the Treasury Secretary to take necessary action to abolish the commission. A week after the letter was sent, all five commissioners resigned. When inquired if there would be changes to the powers vested in the PUCSL, Minister Rambukwella said that the matter is yet to be considered and it will be handled jointly by the Finance Ministry and the President’s Office. The Government will table the necessary proposals in Parliament on legal and legislative changes if required in this regard. Commenting on the reason to suspend the PUCSL, the Minister said several issues, especially with regard to the Ceylon Electricity Board (CEB), were identified with the activities of the PUCSL over the last year. Attempts to disregard the national policy of the Government were also noted during this period, while the Government also came across various projects being delayed purposely without valid reasons. The Employees’ Union of the Public Utilities Commission of Sri Lanka (EUPUCSL) denied the allegations made by certain parties that the PUCSL has delayed the implementation of power generation plans, noting that it is a baseless and completely false statement. According to the Sri Lanka Electricity Act, the commission is responsible for approving power generation plans and approving the calling for proposals to build power plants (request for proposal) and power purchasing agreements. Accordingly, the commission has given its fullest co-operation and approval to the CEB for implementing the “Least Cost Long-Term Generation Plans”, EUPUCSL President Nilantha Perera said. Meanwhile, the PUCSL is yet to be officially informed about any decision taken regarding the commission.
