Price controls on face masks : NMRA to issue gazette

By Sarah Hannan The State Ministry of Production, Supply, and Regulation of Pharmaceuticals has instructed the National Medicines Regulatory Authority (NMRA) to gazette the controlled pricing for the KN95 face mask available in the market, The Morning learnt. “The NMRA has been instructed to prepare the necessary gazette notification to announce the maximum retail price (MRP) per KN95 face mask in the coming week. During a recent meeting, local face mask manufacturers agreed to issue their products at the prices of Rs. 15 per surgical mask and Rs. 100 per KN95 mask,” State Minister of Production, Supply, and Regulation of Pharmaceuticals Prof. Channa Jayasumana noted. Prof. Jayasumana on Wednesday (18) discussed the challenges and issues local medical supplies and gear manufacturers face in improving the production output for locally manufactured goods. He also had requested to increase the market share for local manufacturers by restricting the importation of items such as face masks since Sri Lanka can locally produce them at a better price. “It is said that the daily requirement of face masks in Sri Lanka is about 1,500,000 and about 50% of this is supplied through imports. There are about 45 face mask manufacturers in Sri Lanka and we observed that they are selling their products at varying prices. Moreover, there is also a question over the quality and standard of their products as well,” he noted. The State Minister had informed local manufacturers that going forward, the face masks that they produce should be up to NMRA standards and should receive the necessary authorisation, and they should look at obtaining quality certification to ensure high-standard products are released to the market. While there are already standard specifications released for three-ply surgical face masks and the KN95 mask, Director General of Health Services (DGHS) Dr. Asela Gunewardena recently signed and published a set of guidelines for non-medical reusable cloth face masks that was prepared by the Sri Lanka Standards Institution (SLSI) under the SLS 1675:2020 certification. “The guidelines for non-medical reusable cloth face masks were approved by the Special Committee and were authorised for adoption and publication as a Sri Lanka Standard (SLS) by the Council of the SLSI in July. With the guidelines now published, it will give a guide to the basic requirements to manufacture non-medical reusable cloth facemask,” Dr. Gunewardena noted. Prior to this, the SLSI had issued standard certification codes for the following:
  • Sri Lanka Standard – medical face masks (SLS 1663:220)
  • Sri Lanka Standard Specification for Respiratory Protective Devices – full face masks (SLS 1664:2020)
  • Sri Lanka Standard Specification for Respiratory Protective Devices – half-masks and quarter-masks (SLS 1665:2020)
  • Sri Lanka Standard Specification for Respiratory Protective Devices – filtering half masks to protect against particles (SLS 1666:2020)
Meanwhile, all attempts made by The Morning to contact NMRA CEO Dr. Kamal Jayasinghe were futile.
