Russia slows Twitter access citing failure to remove illegal content

Twitter users in Russia will have to make do with slower updates and more error messages now that Russia has reduced data speeds for the social media site, citing Twitter's failure to remove illegal content, dpa news said. Media oversight authority Roskomnadzor said on Wednesday that Twitter has failed, since 2017, to remove 3,100 items. The flagged items included instances of child pornography or attempts to talk minors into suicide. In an effort "to protect Russian citizens," the regulator has slowed data connection to all mobile devices and about half of stationary devices. Vadim Subbotin, the deputy head of Roskomnadzor, later said on state television that the restrictions would affect photo and video content. Authorities also threatened Twitter with further restrictions or a complete block, should it not come into compliance. Shortly after the announcement, the home pages of Roskomnadzor, the Kremlin, the Duma and the government were all unavailable for about 45 minutes. The outage has not been explained. A law went into effect in Russia a few weeks ago that requires operators of social networks to hunt down and remove forbidden content. Along with the content mentioned above, that would also include calls for people to attend protests conducted without the proper permits. Social networks have been under attack in Russia in recent weeks because they have been used to urge people to attend demonstrations to support Alexei Navalny, an incarcerated opposition leader. Fines have been issued against Facebook, Twitter and YouTube. Human rights activists have criticized attempts to limit freedom of expression on social media. However, in Russia, hundreds of internet sites have been blocked, including those belonging to opponents of the government.
