Survey ordered to determine encroachment

By Sarah Hannan Surveys are to be conducted in sanctuaries and forest reserve lands across the country to identify alleged encroachments and proceed with legal action, The Morning learnt. Minister of Environment Mahinda Amaraweera, in collaboration with the Ministry of Wildlife and Forest Conservation and the Ministry of Land, is to propose a cabinet paper issuing directives to set up clear demarcations in the perimeters of sanctuaries and forest reserve lands. The move is said to aid legal action proceedings against persons and institutions that have encroached into such protected land areas. “With the boundaries dissolving between the protected land areas and cultivation lands that seem to be expanding due to the non-existing perimeter fences, it has become a challenge for us to take legal action against the alleged encroachments,” Amaraweera explained. In the meantime, this week, the Cabinet of Ministers had also approved the procedure that was proposed by the officers of the Ministry of Wildlife and Forest Conservation, the Ministry of Environment, and the Ministry of Land over putting underutilised lands that do not fall under conserved and protected forests for chena farming and temporary economic activities. “It was in 2006 that a decision was taken to transfer the powers vested in the divisional secretariats to authorise the use of the remaining non-forest lands for activities such as chena cultivation, other farming, and temporary economic activities over to an Inter-Ministerial Committee. This year in July, we came up with a simplified method of granting permission to engage in such economic activities would be appropriate in order to minimise the hardships faced by those engaged in cultivation,” Minister of Wildlife and Forest Conservation C.B. Rathnayaka noted. The new procedure presented in the combined proposal presented by the Ministry of Wildlife and Forest Conservation, the Ministry of Environment, and the Ministry of Land is to be implemented through an Inter-Ministerial Committee that comprises representatives from all three ministries.
