Teachers disapprove of mandatory reporting to work

  • Allege reduced public sector relief to mothers, public servants with special ailments 
By Buddhika Samaraweera The Ceylon Teachers’ Service Union (CTSU) has claimed that the reliefs provided to vulnerable public sector employees on the recommendation of the Director General of Health Services (DGHS) during the Covid-19 pandemic, have now been curtailed, as it has been made mandatory to report to work henceforth. In a letter to the Public Services, Provincial Councils, and Local Government Ministry Secretary, CTSU General Secretary Mahinda Jayasinghe has charged that the relief given to pregnant mothers, mothers with children under one year of age, and public servants suffering from special ailments have been curtailed through the Circular 02/2021 (VI), which has directed state institution heads to call all public sector employees to work as usual from yesterday (3). He said in the letter that nearly 300,000 teachers, principals, and non-academic staff members in the public education service, especially those who work closely with a large number of students on a daily basis, are at high risk of contracting Covid-19.  “Covid-19 infections have been reported in schools since the phased out opening of schools, resulting in a number of classroom and school closures, even towards the end of 2021. Such factors have not been considered in the decision to recall all public servants to work. It is very clear that the relevant parties have not been consulted,” he claimed.  Jayasinghe further claimed that it was doubtful as to whether the decision to recall all public servants to work was taken based on the recommendation of the DGHS and the relevant scientific facts in the backdrop of new variants of Covid-19 such as Omicron being reported in the country. He further said that in view of the Covid-19 pandemic situation, the Government should take immediate steps to provide relief to those in the aforesaid risk groups, and stressed that if not, the relevant authorities should take responsibility for all the casualties in the current pandemic situation. Earlier, the heads of each public institution were given the authority to decide the manner in which public sector workers should be called to office, given the pandemic situation. However, the Government had decided to maintain the public service as usual from yesterday. Accordingly, every public servant was required to report to work from yesterday. The Public Services, Provincial Councils, and Local Government Ministry, in a circular issued to all heads of state institutions, said that the Government has allocated a large sum of money for the year 2022 for development activities such as agricultural, industrial, livelihood development, and infrastructure development, and that the contribution of public servants is vital to achieve rapid development through the proper management of such provisions.
