Teachers’, principals’ services yet to be made ‘closed’ service

  • Warn of commencing talks on TU action if gazette not issued within week
By Buddhika Samaraweera Teachers’ trade unions (TU) have alleged that although the Government had promised to declare teachers’ and principals’ services as a closed service with effect from 22 November, it has not yet been implemented. Speaking to The Morning, Ceylon Teachers’ Union (CTU) President Priyantha Fernando said: “The declaration of the teachers’ and principals’ services as a closed service does not require monetary provisions. However, the Government is yet to take necessary steps to implement it. It is not possible to resolve the teacher-principal salary anomaly issue without declaring these two services as a closed service.” He further said that if the Government acts in this manner, other promises made to resolve the teacher-principal salary anomaly issue will also become unreliable. Therefore, Fernando warned that if the relevant gazette notification is not issued within the course of this week, the trade unions will start discussions on the action to be taken in this regard. “The Government should remember that we have only suspended our trade union action. If they break their promises made to us in this way, we will have to go back to trade union action,” he added. Ministry of Education Secretary Prof. Kapila Perera was unavailable for comment on the matter. The report prepared by the Cabinet Subcommittee appointed to look into the teacher-principal salary anomaly issue was discussed at the cabinet meeting held on 30 August 2021. Accordingly, Minister of Education Dinesh Gunawardena said that in addition to the resolution of the said issue through the budget proposal for the year 2022, the services of teachers and principals would be declared a closed service through a gazette notification on 22 November 2021.
