Teachers query fate of WB funding

BY Buddhika Samaraweera  The Ceylon Teachers’ Union (CTU) has called on the Government to immediately reveal what happened to a sum of Rs. 980 million that the Union claims was provided by the World Bank (WB) to the Government to restore the education of students affected by the Covid-19 pandemic. When contacted by The Morning to inquire further into this matter, CTU President Priyantha Fernando claimed that the WB had provided a sum of Rs. 980 million as assistance to restore education that had been affected due to Covid-19, in or around July 2020. "However, with that money, nothing has been done for education so far. Throughout this one-and-a-half year period, teachers and students have been carrying out online teaching and learning activities amidst many difficulties, without access to adequate facilities," he claimed. Fernando further stressed that the said amount of money should be used to restore education as soon as possible. He also noted that the people should be made aware of why the Education Ministry has so far failed to use it for educational purposes. Attempts to contact Education Minister Prof. G.L. Peiris and Education Ministry Secretary Prof. Kapila Perera with regard to the CTU’s allegations proved futile. The World Bank, on its official website, stated in September 2020 that it has reallocated $ 56 million from ongoing projects in Sri Lanka to protect the most vulnerable in the agriculture sector, improve Covid-19 protection measures in public transportation, facilitate television-based education for schoolchildren, and provide digital solutions to improve the delivery of public services. “This new financing complements the $ 128.6 million Sri Lanka Covid-19 Emergency Response and Health System Preparedness Project, which was approved on 2 April 2020," it added. The World Bank stated that the said monetary provisions would help facilitate learning at home via tele-education and electronic learning for school children, especially in rural, smaller, and under-resourced schools. It further added that it would also help create a safe and hygienic school environment for students once in-person lessons resume.
