Teachers to sue Ministry over ‘40 per class’ move

  • Union to defend SC decision limiting class to 35 students

By Pamodi Waravita   The Ceylon Teachers’ Union (CTU) announced that it will take legal action against the decision by the Ministry of Education to take 40 students per class for the 2021 school year. Speaking to the media, CTU Secretary Joseph Stalin claimed the Ministry of Education has decided to take 40 students per class for the school year of 2021, in violation of a Supreme Court (SC) ruling in 2011. “In 2011, the SC determined that Sri Lankan schools must only have 35 students per class from 2016 onwards. The then Government released a circular in 2016 and delayed the implementation of the decision. However, from 2016 onwards, they gradually reduced the number of students per class, aiming for a classroom of 35 students by 2021. Last year, current Ministry of Education Secretary Prof. Kapila Perera released a circular saying that only 35 students will be in a class. In light of this, how is the Government suddenly deciding that 40 students will be taken in for a class this year?” questioned Stalin. Since this is a violation of the SC’s decision, Stalin noted that the CTU would be taking legal action against the Government’s actions. Stalin further said the intake of students has been highly politicised and monetised in recent years, noting that teachers find it extremely difficult to provide a quality education when there are too many students in one classroom. When the rest of the world has only 25 to 30 students per class, why is our country not implementing this decision, Stalin further queried. Speaking to The Morning, Ceylon Teachers’ Service Union (CTSU) General Secretary Mahinda Jayasinghe said that even though they would not be taking legal action against this decision by the Ministry, they are opposed to it. All attempts to contact Minister of Education Prof. G.L. Peiris and Prof. Perera proved futile.
