Two officials probed for criticising President

  • State Ministry orders investigation into social media posts

  Following orders by the State Ministry of Vehicle Regulation, Bus Transport Services and Train Compartments, and Motor Car Industry, the National Transport Medical Institute (NTMI) is investigating two of its officers who had criticised President Gotabaya Rajapaksa on social media, The Morning learnt. “We have instructed the NTMI to investigate the two officers who had criticised the President on social media. According to the Establishments Code and the Constitution, they have a certain code of conduct that they cannot violate,” Secretary to the State Ministry of Vehicle Regulation, Bus Transport Services and Train Compartments, and Motor Car Industry S.M.D.L.K. De Alwis told The Morning yesterday (20). De Alwis further said the Establishments Code highlights that the government cannot be publicly criticised by employees of the state sector. When inquired as to how the State Ministry gained knowledge of these two social media posts, De Alwis said the matter had been brought to the notice of the State Ministry by “various individuals”. Speaking to The Morning, an official at the NTMI said the investigation is being headed by a director of the NTMI and a co-ordinating secretary from the State Ministry. The official added that since the Establishments Code was created many decades ago, it could be interpreted in a number of ways, especially with regard to the freedom of expression on social media. The Establishments Code is a set of directives issued to public and civil servants in the country. Consisting of two volumes, the edition, which is currently effective, was issued in 1985 and 2013.
