‘Urujuwa’ death: Rights group to file complaint

13 May 2021

  • Alleges custodial killing to ‘hide crimes of politicians’

  • Had to open fire due to ‘incident’: Police

By Pamodi Waravita    The Committee for Protecting the Rights of Prisoners (CPRP) yesterday (12) said that it would be filing a complaint with the Human Rights Commission of Sri Lanka (HRCSL) today (13). The complaint would be filed regarding the alleged custodial killing of underworld figure Mabulage Dineth Melan Mabula alias “Urujuwa” on 11 May. “Mabulage was released from the Boossa Prison on 10 May. As soon as he was released, we learnt that he was kidnapped by a group of people. Somehow, on 11 May, he was brought to the Nawagamuwa Police Station. He had not been produced before a court of law either which should be done within 24 hours. On 11 May evening, his parents and a lawyer had gone to the said police station. The officers at the police station had informed the lawyer that Mabulage would be taken for further questioning,” CPRP Chairman and Attorney-at-Law Senaka Perera said, speaking to The Morning yesterday. Following this, Mabulage’s parents had filed a complaint with both the Police 119 hotline and the Army Headquarters hotline, stating that they suspected a threat to his life. Furthermore, the lawyer had also filed a complaint with the HRCSL. Perera said that the lawyer, however, had been informed of Mabulage’s death later that night. “Once a person is in police custody, the Police are completely responsible for them. This is similar to underworld figure Samarasinghe Arachchige Madush Lakshitha alias ‘Makandure Madush’s’ death last year. If this kind of thing continues to take place, people would lose faith in the law. We have also heard that Mabulage’s death would allow for the promotion of a police officer and that there are some speculations that it would hide the crimes of certain politicians,” alleged Perera. Police Media Spokesman Deputy Inspector General of Police (DIG) Ajith Rohana told the media yesterday that Mabulage was arrested on 10 May by the Police, following which he was taken to a location in Nawagamuwa based on his statement. DIG Rohana said that an incident that had occurred at the said location had caused the Police to open fire on Mabulage, who had subsequently died upon admission to the hospital. According to Rohana, the body is currently at the Divisional Hospital, Nawagamuwa, and further investigations regarding the matter would be carried out. Mabulage was reportedly wanted for a number of crimes, including murder, attempted murder, organised crimes, and extortion. In a similar incident in October 2020, “Makandure Madush” died while in custody. The Police at the time claimed that the victim was killed in the crossfire between the Police and suspected gang members, as the latter group had attempted to get Madush released from police custody.
