Water Board workers protest alleging mass transfers planned

BY Buddhika Samaraweera The National Water Supply and Drainage Board’s (NWSDB) All Ceylon Joint Manpower Workers’ Union (ACJMWU) yesterday (13) staged a protest in front of the Presidential Secretariat alleging that there are plans to transfer nearly 1,300 non-permanent employees of the NWSDB to another private company and to replace them with political appointments. Speaking to The Morning, ACJMWU President Mahesh Kumara claimed that while there are about 1,300 non-permanent employees working in the NWSDB, there is an alleged plan to attach them to another private company on a contract basis and replace them with political affiliates. “There are non-permanent employees who have been working for 180 days to a 20-year period in NWSDB regional offices. Some of them have no time left to join another job. They all have been working very responsibly, so why not hire them as permanent employees?” he queried. He also charged that if new employees are hired to replace those who had worked as non-permanent employees for many years, the Government would have to spend a lot of money to train them. Therefore, Kumara said that it would be more advantageous if experienced employees who are currently working on a non-permanent basis are made permanent instead of recruiting new employees. “There are non-permanent employees in all positions except for the position of the officer in charge at regional offices. They have a lot of experience working for a long time. So what is the benefit of recruiting people with no training to replace them?”  He also said that if the current economic situation makes it difficult for them to be made permanent, they are ready to serve in their current salary for another year and only need some confirmation that they will be placed in permanent service thereafter. When contacted by The Morning, Water Supply Minister Vasudeva Nanayakkara said that there were no plans to transfer the non-permanent employees to another private company as claimed by the ACJMWU. “They have been misled by some party. Even I am trying to place them in the permanent cadre, but the approval of the Treasury has not been granted for that,” he said.
