Out of the Rs. 311 million received into the Easter Attack Victim Fund established by the Office for Reparations (OR), a total of Rs. 310.2 million has been disbursed among 663 individuals affected by the terror attacks on Easter Sunday of 2019, and their families, under several categories of support. The remaining balance as of 21 May of this year stands at Rs. 581,413.80.
According to the official website of the Office, over Rs. 97.5 million was granted to 422 individuals on account of the death of a family member. A further Rs. 98.4 million was allocated to support 182 victims who suffered injuries and required medical treatment.
In terms of education support, Rs. 107.8 million was disbursed to 51 students for secondary school education, and Rs. 4 million was provided to six individuals for tertiary education. Additionally, Rs. 2.4 million was granted to two elders affected by the tragedy.
The disbursements have been made according to a needs-based evaluation process under the scheme and the Disbursement Policy established on 14 October 2024.
As per a directive from the Supreme Court (SC), the Office has held a meeting with representatives from the Bar Association of Sri Lanka, the 57th respondent in the SC (Fundamental Rights [FR]) Application Number 195/2019, and officials from the office of the Archbishop of Colombo, Malcolm Cardinal Ranjith, and explained the principles and procedures followed during the disbursement process and responded to clarifications raised by the attendees.
In 2023, the SC which held that former President Maithripala Sirisena, former Defence Ministry Secretary Hemasiri Fernando, former Inspector General of Police Pujith Jayasundara, former State Intelligence Service Director and Senior Deputy Inspector General of Police (SDIG) Nilantha Jayawardena and former Chief of National Intelligence and DIG Sisira Mendis have violated FRs by not preventing the Easter Sunday terror attacks, ordered them to pay compensation to the victims of the attacks with Sirisena being ordered to pay the highest sum of compensation, Rs. 100 million. Jayasundara and Jayawardena had been ordered to pay Rs. 75 million each, Fernando had been ordered to pay Rs. 50 million and Mendis had been ordered to pay Rs. 10 million in compensation out of their personal funds.
