Sallay back to CID after hospital discharge

Detained former State Intelligence Service (SIS) Director Major General (Retired) Suresh Sallay was expected to be taken to the Criminal Investigation Department (CID) yesterday (6), following a medical board’s recommendation that he be discharged from the Colombo National Hospital.

President’s Counsel and Additional Solicitor General Dileepa Peiris informed the Colombo Fort Magistrate’s Court that a report submitted by the 10 doctors treating Sallay had recommended his discharge from the Hospital.

He said Sallay would be taken to the CID following his discharge, where investigations into the case are expected to resume.

Sallay has been receiving treatment at the Hospital since 7 June, including at the emergency care unit attached to the Cardiology Unit.

A previous report submitted to Court by a nine-member medical panel stated that Sallay had developed an enlarged heart and that a medical device had been fitted to manage the condition. The prosecution informed the Court that approximately Rs. 4 million in public funds had been spent on the device.

The Court had previously issued notices to the 10 doctors treating Sallay, directing them to appear before Court yesterday. The notices were issued after the CID submitted facts to Court through a motion.

Court was also informed that Sallay’s cardiac and mental health conditions were stable and that he could be discharged once his dental condition was resolved.

Sallay is one of three suspects facing proceedings before the Court in connection with the 2019 Easter Sunday attacks.

During an earlier hearing, the prosecution raised concerns over passwords to Sallay’s laptop and mobile phones, stating that they had not been provided despite a Court order.

The defence maintained that Military Intelligence personnel regularly change passwords due to security concerns.

The Court has ordered that a report on the progress of the investigation be submitted on 21 October.
