A Gazette Extraordinary has been issued by Energy Minister Kumara Jayakody, transferring the functions and duties of the Ceylon Electricity Board (CEB) effective 9 March, 2026. This move marks a significant step in the restructuring of Sri Lanka’s power sector.
The Gazette details the establishment of six successor companies responsible for electricity generation, transmission, distribution, and system operations.
The Sri Lanka Electricity Act, No. 36 of 2024, will come into effect on March 9, 2026, with certain sections operational since June 27, 2024, focusing on foundational administrative and regulatory frameworks.
Preliminary Transfer Plan: Prepared by the Power Sector Reforms Secretariat on 5 January, 2026.
National Policy Approval: Approved by the Cabinet of Ministers on March 3, 2026, as part of the broader national energy policy.
Technical Planning: Finalisation of the Annual Power Procurement Plan, Long-Term Generation Expansion Plan, and Long-Term Transmission Development Plan by the CEB on 18 February, 2026.
This restructuring aims to modernize Sri Lanka’s electricity generation, transmission, and distribution, facilitating the transition of assets and responsibilities from the CEB to newly established entities.
