PSRS DG resignation: Concerns raised over power reform continuity

Following reports the Director General (DG) of the Power Sector Reforms Secretariat (PSRS), Pubudu Niroshana has resigned, the Electricity Consumers’ Association (ECA) stated the Government should take immediate steps to ensure the continuity of the reform process.

Speaking on the matter to The Daily Morning, the ECA General Secretary, Sanjeewa Dhammika said the Secretariat remains essential to completing the restructuring of the CEB, noting that a significant amount of work is yet to be done. He pointed out that several key gazette notifications required for the reform process have still not been issued, further delaying implementation.

"The PSRS was established to facilitate the Ceylon Electricity Board (CEB) restructuring process. Much of its work is yet to be completed. As the DG has resigned, the Energy Ministry should appoint an independent person. They should not be someone who is trying to gain a personal benefit," he said.


Niroshana, who served as the DG of the Secretariat established in 2024 to oversee the restructuring of the CEB, has formally informed the Secretary to the Energy Ministry, Prof. Udayanga Hemapala of his decision to resign from the post with effect from 15 January of this year (2026). His resignation is coming in the wake of an earlier decision by the Energy Minister, Kumara Jayakody to cancel the extension of his service. That decision was later reversed following the intervention of the President, resulting in Niroshana's tenure being extended until June.


Multiple attempts to contact Prof. Hemapala proved futile.
