The Ministry of Public Security has initiated an investigation into the alleged illegal issuance of foreign passports, with the Criminal Investigation Department (CID) leading the probe. 

The case involves forged documents reportedly issued to criminal Kehelbaddara Padme. 

Three individuals, including an Assistant Controller of Immigration, have been arrested in connection with the fraud.
