HRCSL raises concerns over treatment of transferred inmates after Negombo Prison unrest

08 Jul 2026 | BY Staff Writer

The Human Rights Commission of Sri Lanka (HRCSL) has directed the Commissioner General of Prisons to investigate allegations of torture and ill-treatment involving inmates transferred after the Negombo Prison unrest.

The Commission also raised concerns after HRCSL officers were denied access to Welikada Prison during an inspection on 07 July.

HRCSL has instructed prison authorities to grant unrestricted access to its officers, protect inmates from reprisals, preserve evidence, and conduct impartial investigations into the allegations.

The Commission also called on the Department of Prisons to fully cooperate with its ongoing investigation into the Negombo Prison unrest and subsequent incidents at other prisons.
