Yet, as the Disaster Management Centre (DMC) recently admitted during a briefing at the University of Kelaniya, the greatest obstacle to saving lives is no longer just the unpredictability of extreme weather. It is a breakdown in public trust and institutional communication. The warning systems may be operational and meteorologists may be tracking atmospheric shifts, but when official bulletins reach the public, they are increasingly met with hesitation, confusion, or outright cynicism.
DMC Director of Preparedness Planning Chathura Liyanarachchi pointed to a frustrating reality: citizens frequently question or ignore technical notices. When told to "stay alert," people reasonably ask what that actually requires of them as water creeps into their gardens. Does it mean packing an emergency bag, moving to higher ground, or simply keeping the radio switched on? This ambiguity exposes a fundamental flaw in disaster communications. Bureaucratic warnings are often written for fellow technocrats rather than panicked householders. When language is vague or wrapped in cold, institutional jargon, it invites inaction rather than preparedness.
This vacuum of clarity is rapidly being filled by social media. As Meteorology Department Director General Ajith Wijemannage noted, charismatic online figures are stepping into the breach with polished, highly digestible content. He highlighted the case of a popular online geography tutor whose daily videos on the El Niño phenomenon attract thousands of eager viewers. The tutor’s explanations are engaging, vivid, and easily understood. They are also, according to official meteorologists, fundamentally wrong, relying on superficial data and a flawed grasp of atmospheric science.
Here lies the core dilemma of modern disaster management. In an era dominated by algorithmic feeds, engaging falsehoods routinely outpace cautious truths. The public is not inherently malicious or willfully ignorant; they are simply human. Faced with a choice between an impenetrable official advisory full of technical charts and a snappy video by an approachable influencer, most people naturally gravitate toward the narrative that makes sense to them. The tragedy is that when severe monsoons strike, misplaced trust in amateur forecasting can carry fatal consequences.
It is tempting for State institutions to adopt a patronising stance, lecturing the public to verify their sources and rely strictly on official channels. However, telling citizens to double-check social media claims against official bulletins ignores why people sought alternative sources in the first place. Trust is not a civic duty that Governments can simply demand; it is a relationship that must be earned through effective, empathetic engagement. If official data remains locked behind archaic phrasing and inaccessible formats, the battle against online misinformation will be lost long before the storm arrives.
The DMC’s call for assistance from humanities and social science researchers at Sri Lankan universities is a welcome, if belated, admission of institutional limits. Hydrologists and meteorologists are trained to observe weather patterns, not to navigate human psychology or digital communication strategies. Disaster response requires input from behavioural scientists, linguists, and media specialists who understand how communities process risk under acute stress.
Actionable communication must replace passive advisories. Instead of telling residents to "stay alert," notifications must state clearly what specific action is required, where safe zones are located, and when local water thresholds will be breached. Clear, direct instruction removes the guesswork that allows misinformation to flourish.
Rebuilding this trust will also require State agencies to embrace the very media ecosystems they currently view with suspicion. If an independent geography tutor can capture public attention with simple visual aids, state authorities must learn to do the same. Science communication cannot remain a secondary thought, left to formal press conferences or dense text documents posted on outdated websites. It must become a core operational priority.
Disasters test the strength of physical infrastructure, but they test social infrastructure just as severely. When warnings fall on deaf ears, the breakdown is rarely a failure of meteorology; it is a failure of translation. Until disaster authorities bridge the chasm between raw technical data and practical human action, public scepticism will remain a dangerous catalyst for preventable tragedy.
