Govt suspends heavy mineral mining licenses pending new policy

The Government has decided to temporarily suspend the issuance of licenses for heavy mineral exploration and mining until the new National Mineral Policy is approved and implemented, Industry and Entrepreneurship Development Minister Sunil Handunneththi announced.


Speaking at a media briefing, the Minister said the suspension will remain in place until Cabinet approval is secured, relevant guidelines are gazetted, and the policy is presented to Parliament.


The decision applies to heavy minerals such as ilmenite, rutile, zircon and garnet, while minerals essential for housing and construction, including sand, soil and gravel, are excluded.


He said the new policy aims to ensure maximum national benefit from mineral resources, standardize licensing procedures, and enhance transparency and accountability.


The policy has already been submitted to the Cabinet and is expected to be gazetted and tabled in Parliament before the end of next month.


Addressing reports on mineral removal in the Mirippawila area, the Minister clarified that no private entity has been granted mining approvals under the current government, adding that past illegal extraction had caused significant losses to the country.


He also noted that Cabinet approval has been granted to establish a special enforcement unit to curb illegal mining activities.
