Constitutional Amendments: Majority consensus for P’ment electoral system reforms

20 Mar 2024

  • 160 MPs from constituency votes, 65 MPs from nat./provincial proportional votes

In relation to proposed electoral system reforms, majority agreement has been received for a suggestion to elect 160 Members of Parliament directly from the voters of the respective constituencies and for the remaining 65 MPs to be elected at the national or provincial level according to the proportional voting system.

This was noted in a Cabinet of Ministers decision taken on Monday (18) regarding the preparation of a Bill to amend the Constitution.

The need for revising the current electoral system has been identified in order to meet the objectives of the Election Expenses Regulation Act, No. 03 of 2023 and to achieve a fully democratic election. Accordingly, a Cabinet sub-committee has been appointed to seek the views of all party leaders and the other relevant parties representing the Parliament and to submit a report to the Cabinet with the relevant recommendations.

Suggestions have been previously presented to the said committee to elect 160 MPs directly from the voters of the respective constituencies and the remaining 65 MPs to be elected at the national or provincial level according to the proportional voting system, and the agreement of the majority has been received for this.

Accordingly, the Cabinet approved the proposal submitted by the Minister of Justice and Constitutional Reforms to advise the Legal Draftsman’s Department to draft the necessary laws, taking into account the recommendations made by the committee appointed under the Chairpersonship of the Prime Minister to amend the electoral system.
