For years, Sri Lanka has recorded among the highest rates of human-elephant conflict mortality in the world. Each year, over three hundred wild elephants and upwards of a hundred human lives are lost to this relentless war of attrition. Beyond the immediate human anguish and the economic destruction of homesteads and crops, the conflict represents a failure of governance. Nowhere is this crisis more starkly visible than along the country's railway tracks in the North Central, Eastern, and Northern provinces, where fast-moving night expresses regularly transform historic migration paths into fatal traps.
Over the decades, a procession of proposals has come and gone. The authorities have tried enforcing manual speed limits, clearing roadside brush for better line-of-sight, deploying thermal imaging cameras on trial runs, and placing static warning signboards along forest track corridors. Yet, these measures repeatedly collapsed under the weight of inefficiency. Speed limits were routinely disregarded by locomotive drivers pressed to maintain arrival timetables. Clearing vegetation provided only temporary respite before tropical growth reclaimed the tracks. Static signboards were quickly ignored, while high-frequency sound emitters and early acoustic devices failed due to battery attrition, theft, and inadequate maintenance.
The fundamental reason these past solutions failed lies in their piecemeal nature. Sri Lanka has long treated elephant-train collisions as isolated transport accidents rather than the inevitable symptom of fragmented ecological corridors. For decades, developmental expansion, linear infrastructure, and unplanned agricultural settlements systematically severed ancient elephant pathways. What should have been done long ago was a comprehensive national land-use policy, integrating protected wildlife corridors directly into State infrastructure planning. Critical rail segments traversing forest reserves demanded permanent architectural mitigations such as elevated tracks, eco-viaducts, and enforced speed restrictions. Instead, the country relied on ad hoc measures, leaving the Railway Department and the Department of Wildlife Conservation operating in institutional silos.
It is against this background of historical failure that the latest State intervention must be scrutinised. A multi-agency Memorandum of Understanding was signed recently to roll out a technology-based early warning system. Implemented as a public-private partnership under the Clean Sri Lanka programme, the initiative brings together the Railway Department, the Department of Wildlife Conservation, and the Forest Conservation Department, with complete funding provided by People’s Bank.
The proposed technology represents a marked departure from static warning systems. Utilising three-beam detection technology alongside passive infrared sensors, automatic temperature sensors, and tamper alarms, the system is designed to detect animals weighing over twenty kilogrammes and flag unauthorised interference. Crucially, the system links trackside signalling in red, yellow, and green directly to a specialised display inside the locomotive cab. Following a successful trial demonstration at the Pinnawala Elephant Orphanage, the pilot project will launch across thirteen high-risk locations, with live progress monitoring made accessible to the public via a new portal, slps.lk.
The inclusion of an in-cab display addresses a major flaw of earlier warning models by putting actionable, real-time data directly in front of the engine driver. Moreover, public monitoring via slps.lk introduces a layer of institutional accountability that has been missing for decades. The direct collaboration between key institutional leaders reflects an encouraging effort to bridge longstanding inter-agency divides.
However, technology alone cannot be a panacea. Sensors in remote jungle terrain are notoriously vulnerable to harsh weather, dust, rapid vegetation growth, and human tampering. Furthermore, an alert in the locomotive cab is only as effective as the driver’s willingness and physical capability to decelerate a multi-ton freight train within a safe braking distance.
If this pilot project is to avoid the graveyard of past initiatives, the Government must ensure that technical deployment is coupled with strict speed enforcement protocols and dedicated maintenance budgets. Sri Lanka cannot afford another failed experiment while its natural heritage is crushed under iron wheels. High-tech sensors may buy precious time on the tracks, but only sustained political will and ecological land governance can give our wild elephants a permanent right of way.
